JOB DESCRIPTION

PROJECT

Integrated Shelter, Food Security and Livelihoods Support for Safe, Dignified and Sustainable Return in Abul Thohur (Idleb) and Madiq Castle (Hama)

POSITION SUMMARY

The GBV Programme Focal Point will support the integration of gender-based violence (GBV) risk mitigation, protection mainstreaming, safeguarding and accountability measures across IHH’s integrated Shelter/NFI and Food Security and Agriculture/Livelihoods activities in Abul Thohur, Idlib Governorate, and Madiq Castle, Hama Governorate. The role will provide practical guidance to project teams to help ensure that assistance is delivered safely, accessibly, and with dignity, and that concerns are handled confidentially and referred through established pathways where appropriate. This is a mainstreaming and risk-mitigation role; it does not replace specialized GBV case management or other specialized protection services.

KEY RESPONSIBILITIES

GBV Risk Mitigation and Protection Mainstreaming

· Provide practical advice to project staff on identifying and reducing GBV-related risks across shelter rehabilitation, cash assistance, food assistance, bakery support, agricultural support and irrigation-related activities.

· Promote safe, dignified, accessible and inclusive participation in assessments, beneficiary verification, distributions, cash transfers, community consultations and other project activities, with attention to the different needs and risks faced by women, girls and other at-risk groups.

· Support project teams to consider safe locations, timing, privacy, communication methods, staff presence and other relevant measures when planning and delivering activities.

· Review activity plans and field arrangements and recommend proportionate risk-mitigation measures in coordination with the Project Manager and relevant technical staff.

Staff Awareness and Safeguarding

· Support staff briefings on GBV risk mitigation, respectful conduct, confidentiality, informed consent, safeguarding and Prevention of Sexual Exploitation and Abuse (PSEA), in line with IHH policies and available guidance.

· Promote adherence to the Code of Conduct and reporting procedures, and raise safeguarding or PSEA concerns through established internal channels without conducting investigations independently.

· Help ensure that project teams understand appropriate boundaries when receiving sensitive disclosures and communicate respectfully with affected people.

Feedback, Referrals and Confidentiality

· Coordinate with the project team and relevant focal points to help ensure that feedback and complaint channels are safe, accessible, confidential and appropriate for women, girls and other community members.

· Maintain information on available specialized protection and GBV service providers and referral pathways in the target areas, verified through appropriate coordination channels.

· If a person discloses a GBV incident or other sensitive protection concern, respond respectfully, avoid probing for details, explain available options, and facilitate a referral only with informed consent and in accordance with approved protocols.

· Ensure that sensitive information is not recorded or shared unnecessarily and that documentation or referrals follow confidentiality and data-minimization principles.

Coordination, Monitoring and Reporting

· Coordinate with the Project Manager, Field Engineer, FSAL Project Officer, Field Assistants, Agronomists and MEAL colleagues to integrate relevant GBV risk-mitigation measures into implementation and monitoring.

· Review monitoring findings, community feedback and field observations to identify emerging risks and recommend practical corrective actions, without collecting unnecessary sensitive personal data.

· Contribute to internal updates and project reporting on protection mainstreaming and risk-mitigation actions, using aggregated and non-identifying information wherever possible.

· Coordinate with relevant local actors and specialized service providers when appropriate and authorized by IHH.

· Carry out other related duties assigned by the line manager that are consistent with the position and project scope.

QUALIFICATIONS AND EXPERIENCE

· Bachelor’s degree in social sciences, social work, gender studies, psychology, law, humanitarian studies, development studies or another relevant field.

· At least two years of relevant experience in protection, gender, GBV risk mitigation, safeguarding, PSEA, community engagement or related humanitarian work.

· Good understanding of GBV risk mitigation, survivor-centred principles, confidentiality, informed consent, safe referrals and the Do No Harm approach.

· Familiarity with humanitarian accountability and feedback mechanisms and the ability to communicate respectfully with diverse communities.

· Experience delivering staff briefings or awareness sessions on protection, safeguarding, PSEA or related topics is an advantage.

· Previous experience in Syria or in integrated shelter, cash assistance, food security or livelihoods programmes is an advantage.

· Fluent Arabic and good working knowledge of English. Turkish is an advantage.

· Strong communication, coordination, documentation and organizational skills, with the ability to handle sensitive information responsibly.

· Commitment to IHH’s humanitarian principles, safeguarding policies, Code of Conduct and PSEA requirements.

DUTY STATION AND FIELD TRAVEL

The position will be based in Idlib, Syria, with regular field visits to Abul Thohur in Idlib Governorate and Madiq Castle in Hama Governorate.
