-       الرصد والتحقق الميداني: إجراء زيارات ميدانية منتظمة للنواحي والمخيمات والمجتمعات المستهدفة للتحقق من المستفيدين، ومتابعة تنفيذ الأنشطة، وضمان الشفافية والإنصاف والامتثال لإرشادات المشروع

-       مراقبة التوزيع: الإشراف على عمليات التوزيع المتعلقة بالمشروع وتوثيقها، وضمان دقة التحقق من المستفيدين، والاستهداف السليم، والمساءلة في تسليم السلع والخدمات

-       إعداد التقارير والتوثيق: إعداد جميع البيانات والوثائق اللازمة للتقارير الميدانية، بما في ذلك تقارير الرصد اليومية، وسجلات الحوادث، وتقارير الرصد والتقييم والتعلم الشهرية الموحدة، مع ضمان اكتمال البيانات وسلامتها.

-       مراقبة ما بعد التوزيع: إجراء مراقبة ما بعد التوزيع وتقييمات رضا المستفيدين من خلال الاستبيانات والمقابلات ومجموعات النقاش المركزة لقياس النتائج، واستخلاص الدروس المستفادة، وتحديد مجالات التحسين

-       جمع البيانات وإدارة الأدوات: استخدام أدوات الرصد والتقييم والتعلم الموحدة والمنصات الرقمية (مثل Kobo وODK وExcel) لضمان جمع البيانات وإدخالها وتخزينها بشكل متسق ودقيق، بما يتماشى مع معايير المنظمة.

-       آليات المساءلة والتغذية الراجعة: دعم تطبيق آليات التغذية الراجعة والشكاوى المجتمعية، وضمان توفير قنوات آمنة وسرية وسهلة الوصول للمستفيدين لتقديم التغذية الراجعة. جمع وتوثيق وتصعيد المخاوف إلى منسق الرصد والتقييم والمساءلة الميداني للمتابعة المناسبة.

-       ضمان جودة البيانات: العمل بشكل وثيق مع فرق الرصد والتقييم والمساءلة الميدانية لمراجعة البيانات المجمعة والتحقق من صحتها وتنقيحها، مما يضمن جودة عالية للمعلومات اللازمة لاتخاذ القرارات وإعداد التقارير وضمان امتثال الجهات المانحة

-       المشاركة المجتمعية: الحفاظ على تواصل محترم ومهني مع المستفيدين وأصحاب المصلحة المحليين وممثلي المجتمع لبناء الثقة وضمان المشاركة الشاملة في عمليات الرصد والتقييم والمساءلة

-       التعلم والتكيف: تحديد ومشاركة النتائج الرئيسية والتحديات وأفضل الممارسات من أنشطة الرصد لإبلاغ الإدارة التكيفية وتعزيز جودة البرنامج

-       الامتثال والمعايير: ضمان التزام جميع أنشطة الرصد والتقييم والمساءلة بالسياسات الداخلية لهيئة الإغاثة الإنسانية وحقوق الإنسان والحريات الإنسانية، ومتطلبات الجهات المانحة، والمعايير الدولية ذات الصلة (مثل المعيار الإنساني الأساسي، سفير)

-       مهام أخرى: أداء مهام إضافية متعلقة بالبرنامج حسب تكليف منسق البرنامج الميداني للمساهمة في الفعالية الشاملة والمساءلة والتعلم داخل البرنامج

-       شهادة جامعية (يفضل أن تكون في العلوم الاجتماعية، أو الإحصاء، أو الشؤون الإنسانية، أو مجالات ذات صلة).

·               خبرة في رصد التوزيع وإعداد التقارير.

·               إلمام بممارسات التحقق من المستفيدين وجمع البيانات

·      جمع البيانات وإعداد التقارير على المستوى الميداني.

·      مهارات تواصل وتفاعل جيدة.

·      معرفة أساسية بأدوات البيانات مثل Kobo وExcel، إلخ.

·      متحدثون أصليون للغة العربية.

·      تُعدّ اللغتان التركية والإنجليزية ميزة إضافية.

Since its establishment in 1992, IHH has been dedicated to providing aid to individuals in need, including those affected by catastrophes, war, natural disasters, and various forms of adversity such as injury, disability, starvation, homelessness, and persecution. The MEAL Field Officer, reporting to the MEAL Field Coordinator in Syria, is responsible for implementing monitoring, evaluation, accountability, and learning (MEAL) activities at the field level. This ensures the quality and accountability of program delivery through regular site visits, systematic data collection, and direct monitoring of project activities. The MEAL Field Officer plays a vital role in verifying beneficiaries, monitoring distributions, gathering feedback, and supporting learning processes to strengthen program impact and compliance with donor and organizational standards.

·       Field Monitoring & Verification: Conduct regular field visits to targeted subdistricts, camps, and communities to verify beneficiaries, monitor activity implementation, and ensure transparency, fairness, and compliance with project guidelines.

·       Distribution Monitoring: Oversee and document project-related distributions, ensuring accurate beneficiary verification, proper targeting, and accountability in the delivery of goods and services.

·       Reporting & Documentation: Prepare all necessary data and required documentation for field reports, including daily monitoring reports, incident logs, and consolidated monthly MEAL reports, ensuring completeness and data integrity.

·       Post-Distribution Monitoring (PDM): Conduct post-distribution monitoring and beneficiary satisfaction assessments through surveys, interviews, and focus group discussions to measure outcomes, capture lessons learned and identify areas for improvement.

·       Data Collection & Tools Management: Utilize standardized MEAL tools and digital platforms (e.g., Kobo, ODK, Excel) to ensure consistent and accurate data collection, entry, and storage in line with organizational standards.

·       Accountability & Feedback Mechanisms: Support the implementation of community feedback and complaint mechanisms, ensuring beneficiaries have safe, confidential, and accessible channels to provide feedback. Collect, document, and escalate concerns to the MEAL Field Coordinator for appropriate follow-up.

·       Data Quality Assurance: Work closely with MEAL and field teams to review, validate, and clean collected data, ensuring high-quality information for decision-making, reporting, and donor compliance.

·       Community Engagement: Maintain respectful and professional communication with beneficiaries, local stakeholders, and community representatives to build trust and ensure inclusive participation in MEAL processes.

·       Learning & Adaptation: Identify and share key findings, challenges, and best practices from monitoring activities to inform adaptive management and strengthen program quality.

·       Compliance & Standards: Ensure that all MEAL activities adhere to IHH’s internal policies, donor requirements, and relevant international standards (e.g., Core Humanitarian Standard, Sphere).

·       Other Duties: Perform additional MEAL-related tasks as assigned by the MEAL Field Coordinator to contribute to the overall effectiveness, accountability, and learning within the program.

University degree (preferably in social sciences, statistics, humanitarian affairs, or related fields).

·       Minimum three years of experience in monitoring and evaluation.

·       Experience in distribution monitoring and reporting.

·       Familiarity with beneficiary verification and data collection practices.

·       Field-level data collection and reporting.

·       Good communication and interpersonal skills.

·       Basic knowledge of data tools like Kobo, Excel, etc.

·       Arabic native speakers.

·       Turkish and English languages are advantage.
